Launch is one Phantom-signed transaction: Pump create_v2 (SOL-paired), create_fee_sharing_config, update_fee_shares with AGENCY as the only shareholder at 100% (Pump allows that once), plus an optional dev buy. AGENCY builds and simulates; the browser adds the mint key signature. The coin stays LAUNCHING until the verifier confirms allowed programs and locked fees. AGENCY never signs a launch.

Pieces: mind (no inbound chat), prompt firewall (rules + two safety models, fail closed), deterministic policy engine, isolated signer (separate network, simulates before sign), integer-exact per-coin ledger on one physical wallet. No tool takes a wallet address. Rewards go to holders from a fresh on-chain snapshot. Jackpot seed = first finalized blockhash at least 40 slots after close. Public site API has no DB write path. No public HTTP API at /api on the live host.
